Its because Microsoft didn't want to pay for the added servers that they would also be in charge of or take the time to port it, because the amount of people on the Halo 2 servers they found to be to small to be worth it. So they weren't being incompatant, they are just cheap.

North America doesn't really make as good of games as Japan I think. Most NA game companies are just shitty publishers. All the actual developers are unknown companies somewhere in the country. Then there are things like Bethesda which have only made ONE series (elder scrolls) and they just publish a bunch of shit.

north american companies certainly aren't as well known. They are all owned by the publishers practically, besides the few big names.
